ROCHELLE — The City of Rochelle has awarded a contract to Martin & Company Excavating for $374,069.16 to complete Phase 1 of the N. 14th Street Storm Sewer improvements. The project, part of the 2025 Capital Improvement Plan, will replace and upgrade undersized storm sewers in the area north and east of 14th Street, including easements, street right-of-way, and portions of the St. Paul property. Road closures are expected in spring 2026 as work progresses from 15th Street near St. Paul Church to Highland Avenue. The project, funded with city sales tax dollars, is expected to be substantially complete by late May 2026, with an additional $73,000 authorized for potential contract add-ons or improvements in adjacent areas. Eleven bids were received, with Martin & Company submitting the lowest proposal, roughly 21% below the city’s engineer estimate.
