SPRINGFIELD — Illinois Secretary of State and State Librarian Alexi Giannoulias announced a new statewide digital library program that gives all Illinois residents free access to e books, research databases, journals, magazines and other online resources through local libraries and the Illinois State Library. State officials said the program is designed to expand access to educational and research materials while helping libraries reduce costs and improve services.
