CHICAGO – The National Institute for Early Education Research’s 2025 State of Preschool Yearbook says Illinois remained 20th in the nation for preschool access for four-year-olds and fell from third to fourth in serving three-year-olds. The report said state spending rose seven percent over the previous year when adjusted for inflation. Illinois enrolled 35% of its four-year-olds and 26% of three-year-olds in state-funded pre-K in 2024-2025.
