ROCKFORD – A former Rockford City Administrator is in legal trouble. James Ryan was arrested early Saturday and charged with aggravated driving under the influence of alcohol, failure to reduce speed and improper traffic lane usage. He was booked in the Winnebago County Jail. Ryan served as Rockford City Administrator for 12 years before becoming the Chief Operating Officer of Rock Valley College.
