DEKALB — The DeKalb City Council discussed Monday night how council members can place items on meeting agendas. Council members said any two members may request an item be added by notifying the city manager, who prepares the agenda and ensures staff provide sufficient background information. The city manager emphasized that, under the council-manager form of government, he has discretion over agenda preparation, but items can still be added through a council vote. Members agreed to continue the current process, with council members communicating with the city manager ahead of meetings and being CC’d for transparency. The discussion came after questions about balancing staff workload with timely consideration of agenda items.
