Pritzker Signs Child Care Licensing Changes Into Law

SPRINGFIELD — Illinois is updating its child care licensing system after Gov. JB Pritzker signed House Bill 3595 into law. The measure simplifies licensing requirements, updates outdated terms, changes background checks so they follow the individual instead of the provider, and reduces duplicate steps in the licensing process. The law also creates a clearer system for license exempt providers and aligns exemption requirements with the Child Care Assistance Program based on the type of care provided and the age and number of children served. The terminology changes take effect immediately, while the new background check process will begin after approval by the Illinois State Police and the Federal Bureau of Investigation. The new exemption framework is scheduled to take effect by July 1, 2027, with park districts and municipalities required to comply by July 1, 2028.
