ROCKFORD – A man is charged in a deadly shooting earlier this month in Rockford. Police say 18-year-old William Ellis was shot and killed October 3rd near Locust and North Winnebago streets. Officers searched a home earlier this week on West Pearl Avenue before arresting Emanuel Albert. He faces murder and gun charges.
