FREEPORT — A 59-year-old City of Chicago inspector was arrested Tuesday after authorities said he sent two emails threatening physical harm to State Senator Andrew Chesney, leading to two felony counts of threatening a public official. The messages were sent to Chesney’s government address the same day he took part in a press conference on illegal immigration and the proposal to deploy the National Guard to Chicago, an event covered by major outlets. Joseph Haggerty was taken into custody in Chicago and brought to Stephenson County ahead of a pretrial hearing.
