CHICAGO — The city of Chicago is one step closer to approving the biggest settlement for police misconduct in the city’s history. The City Council’s finance committee voted to approve a proposed $261 million payout to resolve 16 police misconduct lawsuits against disgraced former Chicago police detective Reynaldo Guevara. The payout resolves allegations of misconduct from the 1980s and 1990s.
