Oregon Public Works Director Recognized for Work on Failed Seal Coating Project

OREGON – Oregon Public Works Director Bill Covell was recognized Oct. 13 by Mayor Ken Williams and City Manager Darin DeHaan for his work reviewing the failed 2022 street seal coating project. Covell received a Letter of Commendation and city recognition coins for Building Mastery and Skill and Inspirational Leadership for his technical analysis and work with legal counsel, city administration and other parties. The city reached a $55,000 settlement with Civil Constructors Inc., doing business as Helm Civil, over the project. Reported in April 2026, the agreement required Helm Civil to pay the city within 14 days of final approval, after which the city agreed to dismiss its lawsuit. Separate litigation involving the city’s engineering firm may continue.
