SPRINGFIELD — Illinois Secretary of State Alexi Giannoulias is promoting the Dutch Reach technique to help prevent crashes involving cyclists and pedestrians. The reminder follows the June 5 death of Chicago cyclist Riley O’Neil, who was struck after a driver opened a vehicle door into his path. The Dutch Reach encourages drivers and passengers to use the hand farthest from the door, prompting them to look for approaching traffic before exiting a vehicle. Illinois law requires motorists to ensure it is safe before opening a vehicle door into traffic.
