Arellano Bill To Reduce Electronic Notary Fees Advances To Illinois House

DIXON — State Sen. Li Arellano Jr., R Dixon, advanced Senate Bill 1573 out of the Illinois Senate, a measure that would reduce costs for becoming an electronic notary in Illinois by waiving a $25 fee for two years. Arellano said the change is intended to lower barriers for certification and keep more notary services within the state rather than relying on out of state providers. He said the bill would help businesses that depend on electronically notarized documents and support industries such as real estate, legal services, and small businesses involved in interstate commerce.

“There’s no extra training to become an electronic notary, but we just have an extra fee for whatever reason,” Arellano said. “For two years, it completely waives the second fee, the double taxation part of getting your electronic notary.” Under current law, notaries must pay an additional fee to become certified for electronic notarization.

The legislation, developed with the Illinois Secretary of State’s office, now moves to the Illinois House, where it is sponsored by Rep. Ryan Spain, R Peoria, for further consideration.
