Polo Considers New Building Vacancy Ordinance

POLO — The City of Polo is considering creating a new ordinance to address vacant buildings, with a committee formed to draft a proposal and no timeline set for adoption. City officials said last week the ordinance would create a system to identify and regulate vacant properties by requiring owners to register buildings, pay oversight fees, name a local authorized agent, and carry liability insurance to protect the city. The proposal would require buildings to be kept secure and weather tight, with windows, doors, and roofs maintained, and would require lots to be kept clear of tall weeds, debris, and standing water. Properties could be flagged after a period of vacancy or loss of utilities, and owners would be required to state whether they plan to repair, sell, or demolish the building. Enforcement could include daily fines, liens placed on the property, and possible demolition if violations continue, with requirements that cleared lots be graded, seeded, and maintained.
