SPRINGFIELD – Several new laws spearheaded by Illinois Secretary of State Alexi Giannoulias will take effect January 1, 2026, improving road safety, modernizing government services, protecting libraries, and increasing oversight of towing companies. The measures clarify cheating on DMV exams, allow written tests to be administered online, and enhance bicycle safety rules, including requiring drivers to change lanes before passing cyclists. Libraries can now apply for security grants to install cameras, alarms, or checkpoints to protect patrons and staff. The legislation also strengthens oversight of towing companies by allowing suspension of registrations for noncompliance and improving consumer protections for towed vehicles. Additionally, the Illinois Court of Claims will allow electronic filing, remote hearings, and online submission of evidence and fees to speed up proceedings.
