Rochelle — The Flagg-Rochelle Community Park District Board met Monday to review finances, facility updates, and upcoming projects under Executive Director Jackee Ohlinger. The board discussed the 2026 tax levy, with potential rates ranging from 45 to 55 cents per $100 of assessed value, down from last year’s 63 cents. The proposed levy could fund $500,000 in improvements while keeping rates below levels seen since 2008. Board members also reviewed prior levies, property value estimates, and will consider final approval in December.
Recreation reports showed growing participation at The REC Center, with hundreds of youth using basketball courts on weekends and new programs for Tilton School students coming to use the facility during construction at their site. Seasonal events, including the annual lighted Christmas parade and the Thanksgiving Turkey Trot, were highlighted for volunteer opportunities for park district staff.
The district is planning upgrades to its fitness and aquatic facilities, including pool heating and ADA-compliant pool stairs. Maintenance improvements at Skare Park include new gutters and safety signage. Staff achievements such as lifeguard certifications and promotions were recognized. Current programs serve 408 youth across multiple leagues at The REC Center.
Board members approved installation of 10 new concrete park signs, measuring 62 by 42 inches, at a cost of $21,180. Other planned improvements include parking lot replacements, equipment upgrades, and enhancements at Tilton Park funded through grants and reserves.
In business matters, the board approved the 2025 tax abatement to cover $8 million in park bonds issued in 2019, continuing the practice of using alternate revenue to avoid raising property taxes for debt payments. Members also discussed long-term capital planning and potential refinancing options with Raymond James to achieve future savings.
