CHICAGO — The U.S. Supreme Court ruled the use of the International Emergency Economic Powers Act to impose broad tariffs by Donald Trump was unlawful following a lawsuit filed by Illinois Attorney General Kwame Raoul and other states. The coalition argued the power to set tariffs belongs to Congress and lower courts agreed before the high court decision. Raoul said the tariffs increased costs for families, businesses and governments and the Illinois Department of Transportation estimated projects could have cost $249 million to $585 million more over two years. The lawsuit was filed in April 2025 with attorneys general from 11 other states.
