ROCHELLE – The Rochelle City Council approved changes Monday night to city regulations covering peddlers, solicitors, canvassers and food trucks. The ordinance simplifies the peddler permit process by allowing applications through the Police Department and replacing weekly permits with annual permits that include background checks. The annual permit fee is $50, with an additional $50 fingerprinting fee. The changes also exempt constitutionally protected religious and political speech from the peddler regulations and establish penalties for violations. Local food truck regulations were removed because those businesses are already regulated by the Ogle County Health Department. Food truck operators will still need property owner permission and must follow traffic laws.
