ROCHELLE — A $23.9 million project to rebuild the interchange at Interstate 39 and Illinois 38 in Rochelle is scheduled to begin Monday, weather permitting. The current layout will be converted into a diverging diamond interchange, with work stretching along Illinois 38 from Dement Road to Mulford Road. The project includes bridge repairs, intersection upgrades, culvert replacement, new lighting and signals, and a multiuse path across I-39. Traffic will be reduced to one lane in each direction, with temporary signals managing ramp traffic. Completion is expected by the end of June 2027.
