DEKALB — The DeKalb City Council advanced proposed downtown entertainment zone legislation last month that would allow expanded outdoor alcohol service within set boundaries. Mayor Cohen Barnes said a second reading will not be waived as officials continue working through remaining questions and possible changes before final consideration. City staff said the district is intended to increase pedestrian traffic and support downtown businesses through participation by liquor licensed establishments and other businesses. The district generally covers the area from North First Street to North Fourth Street and from East Locust Street to the Union Pacific railroad right of way. Registered businesses must display signage and follow rules on drink containers, age verification, and disposal before leaving the area.

Operating hours are set for 4 p.m. to 10 p.m. weekdays and 10 a.m. to 10 p.m. weekends, with to-go sales ending at 9:30 p.m. Officials said additional meetings will be held to clarify enforcement, private event rules, and boundaries. The ordinance passed 7 to 1 on first reading, with Alderman Mike Verbic voting no.
