    Illinois Celebrates 10 Years of State Seal of Biliteracy with Record Participation

    SPRINGFIELD — More than 17,000 students in the Class of 2025 earned the Illinois State Seal of Biliteracy or a Commendation Toward Biliteracy, marking the program’s 10-year anniversary and a record level of participation. The program recognizes high proficiency in English and at least one other language, with students earning awards in 62 languages for the Seal of Biliteracy and 31 for the Commendation. Spanish was the most common language, followed by Polish, French, Mandarin, American Sign Language, and Russian. Awards were granted across 139 school districts, including 20 nonpublic schools, and nearly half of recipients were former English learners. Launched in 2013, Illinois was the third state in the nation to establish the program, which has grown from 503 awards in its first year to 11,131.
